Perhaps it has occurred here too often and the criminal has tried to justify it saying, "This is what people of my religion/culture do, so it's ok". The government are making it clear that this will not be tolerated.

That makes sense to me, Jenny.
It seems odd from the standpoint of putting it on an official form for people moving to the island -- but what better way to assure that the policy is clear to everyone immigrating to Tenerife?
And for what it's worth, I agree with the Spanish stand against the practice.
I appreciate that you followed-up on this, it is well to be informed (and have the curiosity satisfied!)
